Remember, when you place an ad unit on your website, you must not illegally encourage users to click the ad. This means that you cannot implement ads that mimic your content. Therefore, be especially careful about how you place the rest of the page elements close to the ad, such as navigation buttons, video players, drop-down menus, or apps close to the ad, as they can lead to accidental clicks.

Even if your page layout inadvertently causes accidental clicks, you may still receive a violation notification.
As a publisher, you are also not allowed to draw unnatural attention to banner ads. E.g:
Beautiful animations catch the user's eye.
An arrow or other symbol pointing to an ad.
You should also avoid ads that push content below the Latest Mailing Database fold in your website layout. With this type of layout, one cannot distinguish the content from the advertisement.
Often, you'll find sites crammed with ads all over the page.

People can only follow a certain number of ads per day. If so, why would you want to put something in the ad?
You must never put UX second! If you want a profitable digital publishing business, you need to make the user experience great again!
Instead of inserting as many ads as possible, just insert the fewest ad units and focus on optimizing them for maximum potential. You need to place the ad that users want to see and insert it where they want to see it.
Make sure every ad is relevant to your content. If the ad meets the user's needs, click it. When an ad is relevant to the content, it is likely to satisfy a visitor's needs, which makes them open to your URL in the first place.
As with content, quality is far more important than quality. Even if you want to put more ads on the page, you'll need to redesign the page layout and figure out new ways to serve ads.
